Certification guide
To sell a cellular IoT device in a country and connect it to a network, there are usually three gates: ① mandatory radio approval (EU CE-RED, US FCC, China SRRC, Japan Giteki); ② network or terminal approval in some markets (China’s network access licence, Japan’s [T] approval); and ③ operator or industry certification (PTCRB and AT&T in North America). Every cellular device also needs a GSMA-allocated IMEI range.361315728
- Every cellular device needs an IMEI: the module maker applies to the GSMA for the TAC and registers the IMEIs; the device maker gives the IMEIs to the operator to check.2829
- EU: from 1 August 2025, internet-connected radio equipment must meet the RED cybersecurity requirements.43
- North America: AT&T and others build on PTCRB certification; a certified module saves the most time.87
- Korea, China and Japan have their own mandatory schemes: Korea does not accept EU or US test reports, a module approval in China does not cover the device, and Japan may need both the Radio Law and the Telecommunications Business Law.121415

Where sources disagree
Saudi Arabia: IB-Lenhardt’s English page gives a 24-month validity and no local representative; the same company’s French page gives 12 months and lists a local representative as required. We don’t pick one; check CST’s current rules before applying.2627
Buyer’s checklist
- Ask the supplier for each target market’s certificates and numbers (FCC ID, CMIIT ID, Giteki and [T] numbers, KC number, TDRA and CST certificates, EU declaration of conformity), and check that the model on each certificate matches the product.
- Tell module approval from device approval apart: a certified module saves some testing, but the device still needs its own approval or declaration where the market requires it.147
- North America: check the module is in the PTCRB database, and confirm early with the operator whether extra certification is needed.78
- Check that the module’s IMEIs are registered in the GSMA database.29
- EU: ask the supplier how the product meets the RED cybersecurity requirements (EN 18031 or an equivalent assessment).4
- UK consumer products: the PSTI statement of compliance must accompany the product.2
